
Atsuko Hirose

Atsuko Hirose became Deputy Secretary General of the Energy Charter Secretariat in September 2021 and Acting Secretary-General on 13 February 2024. With over 30 years of international experience, including 20 years at four international financial development institutions, Ms. Hirose’s recent role was as Secretary and Director at the International Fund for Agricultural Development (IFAD). She was responsible for managing relationships with member states and overseeing governance matters. She has also held senior positions at the Asian Development Bank (ADB), the Asian Infrastructure Investment Bank (AIIB), the European Bank for Reconstruction and Development (EBRD), and Conyers Dill & Pearman. Ms. Hirose has worked as a Senior Associate at Skadden, Arps, Slate, Meagher & Flom LLP and O’Melveny & Myers LLP. Earlier in her career, she served as Vice Consul at Japan’s Ministry of Foreign Affairs in New York. She holds a Juris Doctor, Cum Laude, from Harvard Law School, a Master’s in Foreign Service from Georgetown University, and a Bachelor’s in English from Ochanomizu University. Ms. Hirose is a qualified Attorney in New York, a Solicitor in England and Wales, and a Fellow of the Singapore Institute of Arbitrators.
